Skyway access refers to the literal ins and outs of the DtStP skyway. The skyway system is required to remain open from 6am to Midnight every day, however access doors are only required to be unlocked if public businesses are open within the building the doors are accessing. So you can still go through the skyway area of a building after businesses are closed, you just can’t always enter the system at that building.
